Where the major programs stand
Three programs drove most heat pump incentives in California over the past few years. All three have changed.
- TECH Clean California single-family HVAC and heat pump water heater incentives: reserved statewide as of November 14, 2025.
- HEEHRA single-family rebates: fully reserved statewide as of February 24, 2026; Central and Southern California were fully reserved as of January 7, 2026. Later reservations go to a waitlist.
- Federal 25C tax credit: only for property placed in service before December 31, 2025.
The waitlist catch
A HEEHRA waitlist spot is not funding. Waitlisted projects only qualify if the heat pump is installed after the reservation is approved, so installing first and applying later doesn't work.
Where to look now
Utility programs are the place to check first, because they change during the year and are tied to your address.
- Most of San Diego County: SDG&E (sdge.com/rebates).
- Temecula and much of Riverside, Orange and Los Angeles counties: Southern California Edison for electricity and SoCalGas for gas.
- Search by address on The Switch Is On.
- Ask your city about any local electrification programs.
Should you wait for new money?
If your system works, there's no harm in checking monthly for new programs. If it has failed in July, don't let a possible rebate keep your family in the heat; a correctly sized, properly installed heat pump is still a sound choice in most of Southern California, especially along the coast where heating loads are small.
